State aids law has become a major subject in its own right. Article 107 of the Treaty on the Functioning of the European Union (TFEU), which lays down the substantive rules on state aid, and Article 108 TFEU, which provides for the procedural rules, form part of the treaty chapter on competition. However, there are now several important pieces of legislation. The first is Council Regulation 994/98/EC, which applies Articles 107 and 108 TFEU. The gist of the regulation is that (...) the Commission is authorized to adopt block exemptions for certain categories of aid. On this basis, the Commission has adopted a number of regulations, which will be discussed in this chapter. The enforcement of the state aid rules by the Commission has been essential in containing the crisis. The Commission efforts have been supplemented by the policies of the European Central Bank, which provided enhanced credit support. (shrink)

This chapter presents ‘Spinoza philology’ the application of a specific approach to the texts written by Spinoza. In philosophy most philological efforts have traditionally been spent on the texts of ancient authors. The chapter offers a brief chronological survey of Spinoza's works, explaining the particular aspects of the way they have been transmitted. Spinoza wrote the kind of Latin that had been the standard for scholarly and academic purposes throughout Europe since the Renaissance. The Amsterdam publisher Jan Rieuwertsz brought out (...) all Spinoza's books: DPP and CM in 1663, TTP in 1670 and Opera Posthuma in 1677. The initial transmission of Spinoza's works was taken care of by a small group of dedicated friends, who copy‐edited his texts, had them translated, printed, and distributed. The results of the editorial activities of the circle around Spinoza were sufficient to meet the demand for his works for 125 years. (shrink)

Macht en geweld vallen in een dergelijke opvatting vrijwel samen. Aan de hand van het werk van Pierre Bourdieu laat ik zien dat dit leidt, hetzij tot een positie waarin ieder onderscheidend vermogen tussen wat waar of niet waar is verdwijnt, hetzij tot een positie waarin de criteria zo hoog worden (...) opgeschroefd dat waarheidsvinding nauwelijks mogelijk meer is. Dealing with conflicts seems to be a great challenge in society today. But not only in society. Higher education displays an air of resoluteness with certainty and security that disguises the conflicts and the fear of conflicts in a substantial number of subjects. If not in a state of denial, higher education avoids taking up conflicts over issues, for learning. The detailed investigation of Tagore’s pedagogical writings, with a focus on the importance of conflicts in education, reveals a genuine embrace (...) of conflicts for education. Conflicts are natural and necessary for the development and change of both the individual and society and the start of a ‘creative imagination’ to solve the problems we face in life. Contradictions in conflicts are not incompatible incongruities that are irreconcilable and mutually exclusive, but to the contrary, in need of each other. Contradictions do not represent different worlds but are substantial parts of one world: together they form a unity. Conflicting forces are necessary to create harmony. Creativity, imagination, love, art, and critical encounters are key elements in Tagore’s practical education aimed at finding similarities among people instead of emphasizing differences. Relations between people over the Identity of people. In other words, we need conflicts to become creative and imaginative human beings. The paper continues discussing conceptual and practical issues that seem necessary to get the teaching of conflicts in education off the ground. On the conceptual level, in particular our dealing with uncertainty and fear, the valuation of conflict and the need for uncertainty-researching education. On a practical level, I propose a certain teaching model, a supportive curriculum, a way of choosing genuine conflicts for education and finally, I argue for specific support and education of teachers, acknowledging the vital role teachers play in delivering the education that we need. In its scope and approach, it surpasses the average volume of conference proceedings, owing to the editors' wise decision to invite additional papers to enhance its thematic coherence. Even with this expansion, they managed to get the book published within fifteen months—a remarkable achievement. Apart from chapters 12 and 13, which are in French, the volume is entirely in English. Most authors are proficient enough, but there are occasional slips, for instance, redundant definite articles ("the scripture" [61], "truths of the faith" [251]) or mistranslations ("prevent men from attacking and killing themselves" instead of "… killing each other" [87]).The generous bibliographies, one for every chapter, are a treasure trove. They are up to date and mostly well balanced. Taking into account that all but two of the authors are Italian, the literature referred to is impressively international in scope—more so than one usually sees in edited volumes, where English rules supreme. Chapters 1 and 3, which deal with Italian philosophers, have few non-Italian titles, and chapter 9 (on Pascal) few non-French titles.Textbook histories of philosophy pay little or no attention to what philosophers have said about the Bible: as a matter of course, the subject is assigned to the realm of theology and religion. As the editors rightly point out in their introduction (1–2), that is to ignore the massive presence of Scripture in Western culture. They even speak of the "biblical foundations" of early modern and contemporary thought (2). While that appraisal may seem exaggerated, they certainly have a point when they insist on the far-reaching and lasting influence of the Bible on Western thought—science and philosophy included. That the subject has been overlooked by historians of philosophy may in part be due to the academic division of labor with its rigid demarcations between disciplines and a near absolute divide between sciences and humanities. This distorts our view of the early modern period, when these qualifications had not yet been coined and demarcations between what would become separate disciplines were altogether fluid. Those who are now called "scientists" were formerly known as "natural philosophers." This article presents the results of a discourse analysis of press coverage on the Quantified Self (QS) movement in the German and British (online) press between 2007 and 2018. The analysis is driven by two questions: What discursive patterns can be discerned within this coverage? And, what characterizes the translation of the experimental practices and imaginaries of this pioneer community into an overall societal reflection of deep mediatization? In essence, the article shows that the QS movement becomes a ‘general signifier’ (...) for a dystopian view of deep mediatization. So, while the QS movement itself understands its practices and community as self-empowering, self-reasoning, and experimental, the constructions of the QS movement in public discourse suggest the opposite. Paradoxically, however, another basic imaginary of the pioneer community is adopted and confirmed, namely that of the (simple) mutability of society as a consequence of digital media technologies. Toddlerhood is characterized by rapid development in several domains, such as language, socio-emotional behavior and emerging math skills all of which are important precursors of school readiness. However, little is known about how these skills develop over time and how they may be interrelated. The current study investigates young children’s development at two time points, with about 7 months in between, assessing their language, socio-emotional and math language and numeracy skills with teacher ratings. The sample includes 577 children from 18 (...) until 36 months of age of 86 childcare classrooms. The results of the autoregressive path analyses showed moderate to strong stability of language, socio-emotional and math language and numeracy skills, although the magnitude of associations was smaller for the latter. The cross-lagged path analyses highlighted the importance of language and socio-emotional skills for development in the other domains. Differential relations were found for the autoregressive and cross-lagged paths depending on gender and age. Language skills appeared a stronger predictor of boys’ socio-emotional and math language and numeracy skill development compared to girls. Girls’ socio-emotional skills predicted growth in math. For boys, socio-emotional and math language and numeracy skills appeared to be unrelated. Language skills showed stronger relations with the development of math language and numeracy skills for younger children as compared to older children. Also, for older children math language and numeracy skills negatively predicted growth in their socio-emotional skills. The findings provide more insights in how language, math language and numeracy skills and socio-emotional skills co-develop in the early years and as such have important implications for interventions aimed to support children’s development. This essay discusses whether an indigenous African ethic, as expressed in ubuntu, may serve as an example of how to decolonise Western knowledge. In the first part, the key claims of decolonisation of knowledge are set out. The second part analyses three strategies to construct models of ‘African’ ethics, namely transfer, translation and stating of a substantive rival model as contained in ubuntu ethics. After a critical appraisal of this substantive proposal, part three indicates the potential and limitation of the (...) decolonisation project: possibilities lie in the -contextualisation of knowledge, whereas limitations are related to constructing an alternative to what is known as ‘scientific’ knowledge. The rise of Big Data changes the context in which organisations producing official statistics operate. Big Data provides opportunities, but in order to make optimal use of Big Data, a number of challenges have to be addressed. This stimulates increased collaboration between National Statistical Institutes, Big Data holders, businesses and universities. In time, this may lead to a shift in the role of statistical institutes in the provision of high-quality and impartial statistical information to society. In this paper, the changes (...) in context, the opportunities, the challenges and the way to collaborate are addressed. The collaboration between the various stakeholders will involve each partner building on and contributing different strengths. For national statistical offices, traditional strengths include, on the one hand, the ability to collect data and combine data sources with statistical products and, on the other hand, their focus on quality, transparency and sound methodology. In the Big Data era of competing and multiplying data sources, they continue to have a unique knowledge of official statistical production methods. And their impartiality and respect for privacy as enshrined in law uniquely position them as a trusted third party. Based on this, they may advise on the quality and validity of information of various sources. By thus positioning themselves, they will be able to play their role as key information providers in a changing society. (shrink)

The theory is illustrated by a case study of Landis, which grew from a relatively insignificant organization into a large one within a short period of time, but ended with outright lies and bankruptcy. Van Selms het in 1938 vanaf Nederland na Suid-Afrika toe gekom om Semitiese Tale te doseer in die Fakulteit Lettere en Wysbegeerte aan die Universiteit van Pretoria. Hy het ook deeltyds in die Fakulteit Teologie doseer. Die Universiteit van Pretoria het hom as een van denkleiers van die 20ste eeu aan die universiteit erken. Hy het geslagte van teologiese studente beïnvloed tydens sy amptelike dienstydperk aan die universiteit, vanaf 1938 tot 1971. Meer as 300 (...) publikasies staan agter sy naam. Behalwe vir werk wat hy op die terrein van die Semitiese Tale gelewer het, het hy ook verskeie kommentare oor Ou-Testamentiese boeke geskryf. Verder was hy ook aktief as prediker in die kerk en het ook 'n uitsonderlike bydrae tot die kategesemateriaal van die Kerk gelewer. As teoloog het Van Selms aansluiting gevind by die reformatoriese tradisie van die 16de eeu. As eksegeet het hy die uitdaging aanvaar om die Bybelse tekste te lees in die erkenning van die historiese afstand wat die hedendaagse leser van die oorspronklike tekste skei. Hy is sodoende gekonfronteer met die knaende probleem van die benadering tot die Bybelse tekste: dogmaties of histories-krities? Deur as eksegeet sy eie dogmatikus te word, het hy die twee benaderings nie apart gehou nie, maar tot 'n eenheid gebring en op die manier 'n hervorming in die beoefening van die teologie verteenwoordig. Hy aanvaar met hierdie werkswyse die verantwoordelikheid vir die erfenis van die Kerkhervorming vir die kerk van sy dag. The article represents auto-ethnographical reflections about the author's journey towards reconciling diversity with the advent of democracy in South Africa. The author recounts aspects of his participation in the Truth and Reconciliation Commission. It focuses on aspects of Reformed theology and spirituality as instruments for reconciling diversity. Local and international theologians opposed apartheid, calling it an unjust and indefensible political system, using their Reformed conviction, often applying the very same notions and principles. The article discusses the opposition to apartheid in (...) the Reformed world, which culminated during the Ottawa meeting of the World Alliance of Reformed Churches in 1982 when apartheid was denounced as a 'sin and a heresy' - a legitimate cause for a Status Confessionisin a classical Reformed manner. The article demonstrates the way in which the TRC took note of all of this and includes testimonies of Reformed theologians and leaders who opposed apartheid, often paying a costly price. (shrink)

We discuss the nature of reality in the ontological context of Penrose’s math-matter-mind triangle. The triangle suggests the circularity of the widespread view that math arises from the mind, the mind arises out of matter, and that matter can be explained in terms of math. Non-physicists should be wary of any claim that modern physics leads us to any particular resolution of this circularity, since even the sample of three theoretical physicists writing this paper hold three divergent views. Some physicists (...) believe that current physics has already found the basic framework for a complete description of reality, and only has to fill in the details. Others suspect that no single framework, from physics or other sources, will ever capture reality. Yet others guess that reality might be approached arbitrarily closely by some form of future physics, but probably based on completely different frameworks. We will designate these three approaches as the fundamentalist, secular and mystic views of the world, as seen by practicing physicists. We present and contrast each of these views, which arguably form broad categories capturing most if not all interpretations of physics. We argue that this diversity in the physics community is more useful than an ontological monoculture, since it motivates physicists to tackle unsolved problems with a wide variety of approaches. This paper clarifies Merleau-Ponty’s original account of “higher-order” cognition as fundamentally embodied and enacted. Merleau-Ponty’s philosophy inspired theories that deemphasize overlaps between conceptual knowledge and motor intentionality or, on the contrary, focus exclusively on abstract thought. In contrast, this paper explores the link between Merleau-Ponty’s account of motor intentionality and his interpretations of our capacity to understand and interact productively with cultural symbolic systems. I develop my interpretation based on Merleau-Ponty’s analysis of two neuropathological modifications of motor intentionality, the case (...) of the brain-injured war veteran Schneider, and a neurological disorder known as Gerstmann’s syndrome. Building on my analysis of Schneider’s sensorimotor compensatory performances in relation to his limitations in the domains of algebra, geometry, and language usage, I demonstrate a strong continuity between the sense of embodiment and enaction at all these levels. Based on Merleau-Ponty’s interpretations, I argue that “higher-order” cognition is impaired in Schneider insofar as his injury limits his sensorimotor capacity to dynamically produce comparatively more complex differentiations of any given phenomenal structure. I then show how Merleau-Ponty develops and specifies his interpretation of Schneider’s intellectual difficulties in relation to the ambiguous role of the body, and in particular the hand, in Gerstmann’s syndrome. I explain how Merleau-Ponty defends the idea that sensorimotor and quasi-representational cognition are mutually irreducible, while maintaining that symbol-based cognition is a fundamentally enactive and embodied process. After the presentation of different views on the relation between narrative and life it is argued that Paul Ricoeur's view offers a framework that allows an answer to questions that remain unanswered in the work of MacIntyre and Carr. Although Ricoeur's view has its own flaws, the concepts of triple mimesis and of narrative identity can be incorporated in a post-foundationalist view. Within this resulting frame of reference narratives in narrative research are interpreted as compositions, as the result of emplotment. (...) Instead of speaking of conscious experience as arising in a brain, we prefer to speak of a brain as arising in conscious experience. From an epistemological standpoint, starting from direct experiences strikes us as more justified. As a first option, we reconsider the ‘hard problem’ of the relation between conscious experience and the physical world by thus turning that problem upside down. We also consider a second option: turning the hard problem sideways. Rather than starting with the third-person approach used (...) in physics, or the first- person approach of starting with individual conscious experience, we consider starting from an I-and-you basis, centered around the second-person. Finally, we present a candidate for what could be considered to underlie conscious experience: ‘sense’. We consider this to be a shot in the dark, but at least a shot in the right direction: somewhere between upside down and sideways. Our notion of sense can be seen as an alternative to panpsychism. To give an analogy, using the notions of space and time is more convenient than trying to analyse the phenomenon of motion in terms of a space-based ‘pandynamism’. Similarly, when approaching the phenomenon of consciousness, we prefer the triad of space, time and sense, over a spacetime-based form of panpsychism. (shrink)

Marx’s vision of unalienated production is often thought to be subject to decisive objections. This article argues that these objections rely on a misinterpretation of Marx’s position. It provides a new interpretation of Marx’s vision of unalienated production. Unlike another well-known account, it suggests that unalienated production involves realizing oneself through providing others with the goods and services they need for their self-realization. It argues that this view is appealing and that it offers a more successful response to objections than (...) previous interpretations. In doing so, it hopes to put Marx’s concern with alienation and nonalienation back on the table. (shrink)
